Google pay - Google pay se transaction me payment deduct hua and reciver ke pas bhi nhi phuncha or na hi refund hua

Payment was deducted from my account on 17 Nov 19 and still not recieved to the reciever account and not refund in my account also. Complaint already raised but still no reply has given to me. Very poor response. How can get my money. Pls help me as possible
