IRCTC - Irctc not refund my tikit same fare whic was cancelled by irctc

Sir i take a tikit for going to secunderabad from howrah. So my amound deducted from irctc was 805rs and service charge also approx 18 rs. But when the refund the amount was 745. What about my 60rs. Railway or govt dont help poor people like us but why they not refund the total amount. My irctc pnr no was 6536339473
