ZOMATO - Cancellation Penalty for Nothing

I ordered a roll from roll express. On my screen, It was clearly written that restaurant hasn`t confirm your order yet and before the restaurant could confirm it, within a minute of ordering I cancelled the order. They charged me whole amount of order as cancellation penalty because according to them the restaurant had start preparing for it. When the restaurant didn`t confirm it Then how on this earth is it possible that the restaurant has start preparing for it and that too within one minute. Order no- 1093651858. Date- 18 May 2019
